The Overseas Community Affairs Council (OCAC) was established by the Taiwanese government in order to strengthen ties with overseas compatriot communities in other countries, support the development of cultural and educational activities by overseas compatriots, provide guidance and assistance for overseas compatriot-operated business people, and provide a range of other services for overseas compatriots.
Given the digital form of modern media, the Japan Service Station was established in late May 2001 and used to broadcast the Council's news. This helped to strengthen the connection between overseas compatriots' communities and the compatriots living in Japan. The Overseas Compatriot Division, Taipei Economic and Cultural Representative Office in Japan(TECO-Japan) is affiliated with OCAC and under the jurisdiction of TECO-Japan. The OCAC expatriate secretary in TECO-Japan is responsible for overseas compatriot affairs in Japan.
